Yah, I noticed that ambiguity too. I would try to email the developer, however I've emailed him before and he doesn't answer his email. I play by Advancing cities in the upkeep phase. And yes, there are tons of other ambiguities in the game. I guesse we are going to have to go by our best guesses until the developer starts answering his email or until he revises the rules.↧
