I'm a miniature collector and I agree with you, 28mm scale will definitely offer more cross-over opportunities.
But... I must say that after having seen the detail of the first figurines' prototypes, I wouldn't want to go back to 28mm. The (slightly) larger scale offers so much more detail when compared to 28mm. Also, I believe that the larger figures will be more appealing to small kids.

But it would be interesting to hear other people's opinion on the figure's scale,
